Joint Meeting Magistrates and Lord Provost’s Committee, 26 October 1899

Article II

FUND FOR SOLDIERS’, SAILORS’, AND RESERVISTS FAMILIES, AND SOUTH AFRICAN REFUGEES.

The Lord Provost brought under consideration the propriety of raising a Fund in Dundee for the Families of Sailors and Soldiers, including Reservists, and South African Refugees.

The Meeting discussed the subject, and entirely approved of the Lord Provost’s suggestion.

The Lord Provost and the Town Clerk were authorised to call a Public Meeting of Citizens for Wednesday next, at 2 o’clock afternoon, within the Town Hall, for the purpose of considering the advisability of raising such a Fund, and of passing such Resolutions on the subject as may be deemed expedient.

SOUTH AFRICAN WAR FUND

Letters of Apology from Sir W. O. Dalgleish, Bart., Dr. Sinclair, and Rev. G. E. Troup were read.

After introductory observations by the Lord Provost, he moved as follows:-

            “That this Meeting, deeply sympathising with the families of British subjects affected by the South African War, resolve to raise a Fund for the families of Sailors and Soldiers, including Reservists, and South African Refugees, and to leave the division or allocation of the amount raised, in so far as not specially destined, among or between the said objects, to the Lord Provost and Magistrates of Dundee, and the Committee afternamed.”

Sir John Leng seconded the motion.

The said motion was put to the Meeting, and unanimously passed.

The Rev. Dr. Campbell moved as follows:-

            “That this Meeting appoint the following Committee to co-operate with   the Lord Provost and Magistrates in procuring subscriptions towards   the fund resolved on by the first Resolution, and in the application thereof, viz:- Sir John Leng, Rev. Dr. Campbell, Rev. Dr. Patrick, Rev. Canon Holder, Councillor Henderson, and Messrs A. J. Buist, and David Air; with the Town Clerk as Honorary Secretary, and the city Chamberlain as Honorary Treasurer.”

Mr Buist seconded the motion.

The said motion was put to the Meeting, and unanimously passed.

SOUTH AFRICAN WAR FUND

The Secretary submitted Draft of an Advertisement inviting Subscriptions.  The said Draft was adjusted and approved by the Committee, and the Secretary was instructed to cause the same to be published this week twice in succession, and thereafter once a week.  He was also instructed to issue Circulars inviting Subscriptions, along with a Subscription Form; and further, to issue a Circular to Clergymen of all Denominations, suggesting that Church Door Collections be made in aid of the Fund. He was likewise instructed to ask the Trades Council to aid in such way as it thinks best in procuring Subscriptions.

The Committee also resolved that Collection Boxes be placed at all the Public Works in Town, and in front of the Town House, and the Chamberlain was instructed accordingly.

Meeting Police Committee, 21st November 1899.

Article V.

CONSTABLES ON ARMY RESERVE CALLED OUT.

Under reference to Article VI. Of the Minute of Meeting of this Committee, of date 17th October last, instructing the Clerk to communicate with the Secretary for Scotland, and to ask him to confirm the resolution come to at the said Meeting and at the Meeting of Conveners, held on 3rd November current, the Clerk reported that he had done so, and now submitted the following reply:-

                                                                                    “Scottish Office, Whitehall,                                                                                   S. W., 20th November 1899.

Sir,-With reference to your Letter of the 14th instant, communicating resolutions of the Dundee Town Council granting allowances to the families of Army Reservists serving in the Dundee Police Force who have been ordered to join their regiments, I am directed by the Secretary for Scotland to express regret that, in the present condition of the law, he has no authority to sanction the course proposed, or to make any contribution from the Police Grant towards the object in view.
I am to add that the matter is under the consideration of the Government, and that the Secretary for Scotland hopes soon to be able to write further on the subject. - I am, Sir, Your obedient Servant,

The Minute of Meeting of this Committee, of date 2nd November current, was held as read.

 

SOUTH AFRICAN WAR FUND

a) SUBSCRIPTIONS TO FUND
Under reference to the Minute of Meeting of this Committee, of date 2nd      November current, the Secretary reported that, as instructed, he had issued a Circular to the Clergymen of all Denominations, suggesting that Church Door Collections should be made in aid of the Fund, and stated that several Subscriptions had already been received from the Churches.

The Secretary also reported that, as instructed, he had written the Trades Council, asking that Body to aid in such way as it thinks best in procuring Subscriptions, and he had received a Letter, of date 16th November current, from the Secretary of the Trades Council, stating that Council, at their Meeting on 15th November current, had resolved to give the Town Council their hearty support in raising Subscriptions.

The Secretary further reported that, as instructed, he had issued Circulars to the Public, inviting Subscriptions, along with a Subscriptions Form; and that the total amount of Subscriptions received from all sources, up to date, amounted to £1,470. 19s. 4d.

b) DISTRIBUTION OF FUNDS
The Secretary read a Letter from the Town Clerk of Edinburgh, dated 20th November current, as to a General Conference applicable to distribution of Funds, and desiring this Committee to appoint and send representatives to the Conference.

The Committee appointed Lord Provost Hunter and Ex-Lord Provost M‘Grady (who was present) to attend the above Conference, and thereafter to report.

Meeting Magistrates, 29th November 1899

Article VIII.

The Clerk read communications from London regarding a proposal to create a War Employment Bureau, for the purpose of finding employment for, and in certain circumstances otherwise assisting, the wives and families of Reservists who have joined the colours on the occasion of the Transvaal Campaign.

The Meeting remitted this matter to the War Fund Committee.

SOUTH AFRICAN WAR FUND

1. SUBSCRIPTIONS
The Treasurer reported that the amount of Subscriptions intimated to date was £2,325. 3s. 3½d.
2. DISTRIBURION OF FUNDS

  1. The Secretary read the following Letter:-

D. Bannerman, Esq., Town Chamberlain, Dundee.

Dear Sir,- On behalf of the Proprietors of the ‘People’s Journal,’ I enclose a cheque for £50, being their Subscription to the Shilling Fund originated by them for the benefit of the Widows, Orphans, and Dependents of our Soldiers killed in the South African War.  The case of Mrs Printy, mother of Private Edward Printy, Gordon Highlanders, killed at Elandslaagte, has been brought under their notice by Miss Smith, the Secretary of the Dundee Branch of the Soldiers’ and Sailors’ Families Association.  The Proprietors think it desirable that a sum of money should be placed in the hands of Miss Smith’s Committee, from which they could supplement the assistance derived from other sources in special cases, and they will be obliged if your Committee will place the £50 now enclosed at the service of Miss Smith’s Committee for this purpose.-I am, Yours faithfully,

The Meeting ordered and instructed the Treasurer accordingly, and also to send all other Subscriptions earmarked and paid to the proper parties.

  1. The Secretary submitted a List of Widows, Families, and Parents of Soldiers already killed in the War.

 

The Meeting deliberated, and after consideration resolved as follows, viz. :-The Meeting vote in the meantime the sum of £500 to Miss Smith and the Committee associated with her for distribution to and on behalf of the Wives and Children or other Dependants of Reservists  called out, and the Widows and Children or Parents or other Dependants of Soldiers and Sailors, including Reservists, belonging to Dundee and District who have lost or may lose their lives in the war operations in South Africa; such distribution to be made by Miss Smith and her Committee by such machinery and at such times and in such manner as may be deemed advisable by her.

The Secretary and Treasurer were instructed accordingly.

VOULNTEERS FOR SOUTH AFRICA FROM DUNDEE

The Magistrates, considering that detachments from the Crops of Dundee Volunteers, consisting of 19 men from the 1st and 18 men from the 3rd Battalion of the Royal Highlanders (Black Watch), with two Commissioned Officers, have volunteered for active service in the South African War, recommend the Council to confer on each of them the Freedom of the Burgh and City of Dundee, of the 1st Class, in recognition of their patriotism.

The Meeting on the motion of the Lord Provost, seconded by Bailie Urquhart, unanimously approved of said Minute, and resolved accordingly, that is to say, the Council did, and hereby do, confer the Freedom of the City and Royal Burgh of Dundee, of the First Class, on the following persons, in recognition of their patriotism in volunteering for active service in the South African War, viz. :-

In pursuance of the Resolution of the Council, as contained in their Minute of 18th January current, the Lord Provost presented the Volunteers named and designed in said Minute each with a Burgess Ticket.  Simultaneously Mrs Hunter (who was present) presented each Volunteer with a Silver Medal.

The Lord Provost presented each of the Magistrates with a Silver Medal, similar to that given to each of the Volunteers when presented with the Freedom of the City.

On the motion of Bailie Doig, seconded by Bailie Robertson, a hearty vote of thanks was awarded to the Lord Provost.

DUNDEE AMATEUR CHORAL UNION.

The following Letter was submitted:-

DUNDEE AMATEUR CHORAL UNION.

Dear Lord Provost,-As you may be aware, this Society is to give a performance of Haydn’s “Creation” on 2nd April next, in aid of the War Fund.  We desire to raise about £100, and to do this it will be necessary to have as much influence as possible with us.  We have already got permission to use the names of Lord and Lady Strathmore, Lady Airlie, Lord Dalhousie, Lord Camperdown, and the Officers of the Local Volunteers.  We feel, however, that without the name of the Lord Provost, Magistrates, and Town Council of the City, our List, looking to the object of the Concert, would not be complete.
I understand that our Secretary wrote your Lordship, asking permission to use the name of the Council as Patrons, along with these others, but doubtless, owing to the press of public duties at the time, he has not received your Lordship’s reply.
Might I therefore, again ask permission to include the Lord Provost, Magistrates, and Town Council as among our Patrons?

The Minute of Meeting of the Magistrates, of date 31st January last, was held as read.

I. SCOTTISH SOUTH AFRICAN HOSPITAL.

The Clerk submitted communications, dated 9th and 12th February current, from the Lord Provost of Edinburgh, drawing attention to a Fund which has been opened in Edinburgh for the purpose of providing an Hospital for the Sick and Wounded Soldiers in South Africa.
The Clerk stated that he had communicated with the Town Clerks of Aberdeen and Glasgow, enquiring what they intended to do, and had received a reply from Aberdeen stating that they were to take no Official steps in the matter, and that Glasgow had replied that they had not received any communication on the subject from the Lord Provost of Edinburgh.
The Clerk was instructed to write the Lord Provost of Edinburgh in terms similar to those set forth in the Town Clerk of Aberdeen’s Letter.

II. MILITARY BARRACKS.

The Clerk read a Letter, dated 9th February curt., from Colonel Brickenden, enquiring whether there were any Building suitable for Military Accommodation in Dundee, which might be hired by the War Office should necessity arise.
The Clerk also submitted the following Report by the Assistant Burgh Engineer:-

“Municipal Officers, 91Commercial Street, Dundee, 14th February 1900.

Sir Thos. Thornton, LL.D.,Town Clerk, Dundee

Dear Sir Thomas,-As instructed by the Lord Provost and yourself, I have enquires as to the Buildings available in Dundee which are, or could be made, suitable for military accommodation, and beg to report, as follows:-
These are three classes of buildings being :-(1) those which require little or no work to make them habitable; (2) those which could be made habitable within a short period, and at small cost; and (3) those which would require some time and expense in making habitable.
The buildings which are available under these three heads, and the numbers which could be approximately accommodated are,-

First-      
  Salvation Army Rescue Home will accommodate
250 men.
  Smallpox Hospital   Do.
100 men.
  Buildings at Dudhope Park            Do.
300 men.
     
= 650 men.
     
 
Second-    
 
  Peep-o’-Day House and Houses immediately on the East, will accommodate           
100 men.
  Ellengowan   Do.
100 men.
  Mayfield Do.
100 men.
     
= 300 men.
     
Third-    
  Pleasance Works will accommodate
150 men.
  Pitalpin Works Do.     
150 men.
  Chapelshade Works Do.

With regard to the last mentioned section, it should be noted that of the Works named, “Pleasance Works” is contiguous to Dudhope Park, and that men accommodated there would be conveniently located for drilling purposes in conjunction with men accommodated in Dudhope Park Buildings.-I am. Adjourned Statutory Meeting, 1st March 1900

Article II

5. THE CHILDREN’S HOMES FOR DISABLED SOLDIERS AND SAILORS.

The Clerk read the following Letter:-

                                                                                    “17 King Street,
                                                                                    St. James, S.W., 7th February
                                                                                    1900.

Sir,-I am directed by Her Royal Highness The Princess Christian, President of the Soldiers’ and Sailors’ Help Society, to ask you to assist in carrying out in Scotland a scheme suggested to the Princess by Lady St. Levan and Lady Audrey Buller, as being a means at the present time to assist disabled Soldiers and Sailors.
It is thought that as the whole Empire is uniting to help, by every means in its power, those fighting for their Queen and Country in South Africa, the children of Great Britain and Ireland should be given an opportunity, in some definite form, of showing their sympathy with those disabled by the War.
It is proposed to raise a fund by Donations of One Penny and upwards from children between the ages of 2 and 16, the sum for each child not to exceed £1.  This is to be applied to the building of Convalescent Homes on the ground at Bisley (kindly given by Lord Pirbright for this object), and for the Maintenance of its inmates.
These Homes are to be identified with the Movement by being called ‘The Children’s Homes.’
I enclose a paper of suggestions sent by The Princess Christian to the Helpers of the Soldiers’ and Sailors’ Help Society in England, Wales, and Ireland, and as this cannot be done in Scotland, owing to this Society being as yet not completely organised in that country, Her Royal Highness directs me to ask you if you could arrange with suitable persons in Dundee and the surrounding district to form Committees, and act as local Secretaries on the lines indicated.
Will you very kindly send me a reply I can show to the Princess on the subject.- Believe me, Yours faithfully,

The paper of suggestions above mentioned was also submitted.

The Lord Provost reported that a public Meeting of those interested in the above scheme would be held to-night.

Article VI.

SOUTH AFICAN WAR.

a) RED CROSS SOCIETY.
The Clerk read a Circular and Leaflets stating that the St. Andrew’s Ambulance Association had determined to take up and carry on the work of a Red Cross Society, and asking the Lord Provost for his co-operation in assisting the scheme to establish a Base Hospital in South Africa for the Sick and Wounded Soldiers.

The Magistrates delayed consideration of this matter in the meantime.

b) PRO-BOER MEETING IN DUNDEE.
The Clerk read a Letter from the Rev. Walter Walsh, dated 15th March current, and the Chief Constable’s Reports, dated 17th March current.

The Magistrates were of opinion that the Chief Constable’s Report was satisfactory.

VOLUNTEERS FOR SOUTH AFRICAN WAR FROM DUNDEE-PRESENTATION OF FREEDOM OF CITY.

The Minute of Meeting of the Council, of to-day’s date, remitting this matter to the Magistrates, with full powers, was held as read.

It was arranged that the ceremony of conferring the Freedom of the City upon eight additional Volunteers should take place on Wednesday, the 25th April current, at eight 0’clock evening, within the Drill Hall, the arrangements to be the same as on the former occasion.

In pursuance of the Resolution of the Council, as contained in their Minute of 16th April current, the Lord Provost presented the Volunteers named and designed in said Minute each with a Burgess Ticket.  Simultaneously, Mrs Hunter (who was present) presented each with Volunteer with a Silver Medal.

Meeting Sub-Committee Finance Committee, 29th May 1900.

Article XI.

SOUTH AFRICAN WAR FUND.

The Clerk read the following Letter:-

                                                                                    “Scotsman Office,
                                                                                    Edinburgh, May 29th, 1900.

To the Right Honourable Lord Provost Hunter, Dundee.

Sir,-Will you kindly allow us to draw your attention to the claims of the Daily Telegraph and Scotsman Shilling Fund on any subscriptions that may have been got or may yet be got in Dundee, for the benefit of the Widows and Orphans of Soldiers and Sailors killed in the War.

The Fund has for its objects:-

1st. To give an immediate grant of £20 to each widow, and £3 to each child.
The whole of the widows and children, numbering something like a thousand at this date, whose cases have been intimated and verified, have already this allowance from this Fund.

2nd. To purchase a Government Life Annuity of £15 a year for each widow.
This has already been done to the extent 0f 325 widows.  Unfortunately, the Funds collected are not sufficient to secure Annuities for all the remaining widows, but as rapidly as Funds come in they are used for this purpose.

3rd. About 300 destitute children have had Trust Accounts in the Post Office Savings Bank opened for £50 each, to be applied, at the discretion of their Trustees, to their future benefit.

The sum already raised by the Daily Telegraphy amounts to nearly £170,000, of which about £22,000 has been collected by the Scotsman.
In addition to other allowances, eight widows resident in Dundee have had Annuities purchased for them by this Fund, at a cost of about £350 each. Several widows I other parts of Forfarshire have also had Annuities purchased for them.
Every penny subscribed for this Fund is applied in the way we have mentioned, without any deduction whatever for expenses.  All the expenses in England are borne by the proprietors of the Daily Telegraph, and in Scotland by ourselves.
While we have raised only about an eighth of the total Funds, out of the 325 widows already provided for, 68 are resident in Scotland.  While, therefore, we have provided only an eighth of the total Funds, we have secured for Scotland one-firth of the entire Fund.  When a selection had recently to be made of 75 widows out of the large number then eligible, it was decided that one-firth of these should be Scotch.
From the local point of view, as well as from the Scotch point of view, you will thus see that any money you can raise for our Fund will be more than well applied.-Yours faithfully,

The Meeting remitted the above to the local South African War Fund Committee for their favourable consideration.

SOUTH AFRICAN WAR FUND.

I. SUBSCRIPTIONS.
The Treasurer reported that the amount of Subscriptions intimated to date was £2,556. 12s. 10½d., Interest on same £3. 14s. 5d.,-total, £2,560. 7s. 3½d.

II. DISTRIBUTION OF FUNDS.
The Clerk read Article XI. of the Minute of Meeting of the Magistrates, of date 30th May last, remitting the Letter therein quoted from the Scotsman Office, Edinburgh, to this Committee for their favourable consideration.

The Committee, after deliberation, resolved as follows, viz.:-(1) Having regard to the fact that so many Scottish Widows and Orphans of Sailors and Soldiers killed in the War have already received benefit from their the Daily Telegraph and Scotsman Shilling Fund, the Meeting resolved to pay £500 to the Fund, and instructed the Honorary Treasurer accordingly; (2) that an additional sum of £750 be given to Miss Smith and the Committee associated with her for distribution to and on behalf of the Wives and Children or other Dependents of Reservists called out, and the Widows and Children or Parents or other Dependents of Soldiers and Sailors, including Reservists, belonging to Dundee and District who have lost or may lose their lives in the War operations in South Africa; such distribution to be made by Miss Smith and her Committee by such machinery and at such times and in such manner as may be deemed advisable by her.

The Secretary and Treasurer were instructed accordingly.
