Register of Inebriates (GD/Mus115)

The register of inebriates (otherwise known as the ‘Black List’) was created in 1905 under the Licensing Act 1903. In an attempt to prevent those who were repeatedly found drunk and disorderly from obtaining alcohol, they were added to the register.
Rather than just being a list of names, it is a series of notices. A copy of each notice was sent to every pub and off-licence in the city, with the instruction not to serve them alcohol.
As you can imagine this wasn’t very successful and only 42 notices were produced.
