Vniversis hominibus ex literis presentibus notum sit, nos Regalium Scotorum Burgorum deputatos, Edinburgi in conventu generali nono die Martij, anno millesimo sexcentesimo sexagesimo octavo coactos intento apud nos reputantes emolumenta ad ordinem nostram totiusque regni comertia ex certo et stabili emporio in aliquo Belgii inferioris portu constituto reduntatura, quamque necesse sit et expediat, veros quosdam peritos et prudentes huic rei idoneos authoritate ad eam conficiendam munitos mitti et legari: certissimos de candore, peritia aliisque delecttorum nostrorum amicorum et civium, Walteri Cheislie et Alexandri Sandilandis, mercatorum et civium Edinburgentium et Patricii Threepland mercatoris et civis Perthensis, virtutibus, id circo plenam facere potestatem,legare, diserte iubere, mandare et edicere dictis Waltero Cheisli, Alexandro Sandilands et Patricio Threepland, aut eorum dourum quibusvis ut pro ipsis et ipsorum nomine, agant, peragant ac statuant cum legatis cujusvis maritimi portus in inferiore Belgia, quem ipsi maxime idoneum iudicaverint, et in quo condiriones ob stabile emporium ibi constituendi vtilissimas obtinere possunt: firum et ratum habentes et habituros quodcunque statueretur, et in qua a dictis legatis nostris aliisque qui dicta burga et portus, quorum alicui stabile hoc nostrum emporium anectetur, representabunt; et stringentesque nosmet dictum contractum a burgorum conventu Edinbirgi ad diem ……..proxime sequturam a dicto ratum habiturum [uel] inque proximo generali conventu pro vt vtrivis parti necessarium videbitur; decernimusque presentes subligandos a magistro Thoma Young, clerico nostro generali, sigillumuque cause dicte civitatis Edinburgi iis appendendum.

Translation:
Be it known to all men by these present letters, we the commissioners of the Royal Scottish Burghs being met together in the general convention, held at Edinburgh on the ninth day of March in the year one thousand six hundred and sixty-eight, taking to our consideration the benefits that would redound to our order, and to the commerce of the whole kingdom, from the establishment of a sure and fixed staple port in some haven of the Netherlands, and how needful and expedient it is that some experienced and prudent persons, fit for such a scheme, and commissioned with authority to bring the same to effect, should be sent and delegated; and being well acquainted with the honesty, skill, and other qualifications of our well beloved friends and conburgesses Walter Cheislie and Alexander Sandilands, merchants and burgesses of Edinburgh, and Patrick Threepland, merchant and burgess of Perth, therefore we give full power, commission, expressly bid, charge, and command the said Walter Cheislie, Alexander Sandilands, and Patrick Threepland, or any two of them, for them and in their name, to act, treat, and determine, with the deputes of any seaport in the Netherlands which they shall deem the most suitable and in which they can find conditions best suited for establishing therin a staple port: Firm and stable holding and for to hold whatever shall be determined and agreed on by our said deputes and the others who shall represent the said burghs and ports to any of which this our staple port shall be annexed; and obliging ourselves that the said agreement shall be ratified by the convention of burghs at Edinburgh on day ……..next following the same or in the following general convention as shall seem most necessary to both parties. And we appoint these presents to be subscribed by Master Thomas Young, our common clerk, and that the seal of cause of the said city of Edinburgh be appended thereto.
